Irving Torres

Program manager, Economic Innovation

Irving Torres (he/him) is a first-generation Peruvian American born and raised in the Bay area. He is a civic leader, coalition builder, and AI governance practitioner dedicated to ensuring that innovation works for the communities too often left out of its design. His work sits at the intersection of responsible AI, economic opportunity, and civic innovation, with a deep commitment to building systems that center the dignity, participation, and prosperity of underserved communities.

Irving brings over a decade of experience working at the intersection of public, private, and community sectors. As Director of Regional Engagement at All Home, he built and sustained partnerships across the nine Bay Area counties, advancing regional housing legislation and securing endorsements for a Regional Action Plan. Earlier, he served as Senior Legislative Aide for San Mateo County Supervisor Warren Slocum advising on policy, serving as the District 4 liaison, launching programs such as "Been Seen Keepin It Clean" and the "Shaping Our Success Youth Jobs Summit".

Most recently Irving built JuntosGen, a bilingual civic AI platform designed to advance digital equity and responsible AI adoption for Latino commuities.

He is currently a graduate student at the University of Cambridge studying AI Ethics & Society. He holds a Certificate in AI Governance and Compliance from Georgetown University and an MPA from San Francisco State University.

Outside of work, Irving enjoys sports, staying connected to the community, and accomplishing his goal of visiting the 7 wonders of the modern world.
